A 14-year-old mentally handicapped boy receives instructions in a makeshift school for disabled children in Minsk, Belarus. There are no provisions for educating handicapped children in schools so they normally stay home while the parents receive a stipend from the state. This school is the result of volunteer work by parents of the disabled and the support of foreign NGOs in an abandoned school with no running water or heat.
