Svetlogorsk, Belarus, has 3,000 confirmed IV drug users of a population of 17,000. HIV in the region is higher than anywhere else in Europe but local health authorities say there is only one confirmed AIDS case in the city. Criminal elements moving into the evacuated region south of the former Soviet model city following the Chernobyl disaster are blamed for creating the drug trade in the area.
